1. The Communication Department

Consulting, support and development of Institutional and Corporate Communication Plans (Media plans, Territorial Marketing Plans, development plans, internal communication plans, press agencies creation) in favor of SMEs and Enterprises, Consortiums and Institutions. In particular, support to enterprises working in the ICT sector.

eConsulenza organises and manages communication projects with enterprises working in the fields of telecommunications, ICT, third generation mobile systems and networks for Institutions, Associations, Onlus, Italian and foreign firms/companies.

Organization and preparation of communication and promotion training courses leaded by Agencies, Associations and Public Institutions.


2.1 The European Policies Department

Management, monitoring, evaluation and follow-up of projects funded under the European Commission Programmes and the Structural Funds and information dissemination about National and Community programmes and open call for proposals through a periodical dispatch of a specific newsletter called “eConsulenza News”.

In line with the new funding scheme 2007-2013, this Department operates in the following sectors:
- Culture Programme 2007-2013 – support to cooperation actions promoted by European operators which are active in the cultural field, information dissemination, work analysis and valorization activities in the cultural field.
- Support to audiovisual industry – MEDIA 2007 Programme, that gives support to audiovisual professionals, to distribution and promotion of European audiovisual works.
- Support to development and use of European digital content on the global networks and to Information Society products: eContent Plus Programme 2005-2008 (it promotes the access to digital contents and their use); Ten-Telecom Programme (its objective is referred to the support of cultural digital services marketing, in the field of culture and education); Safer Internet Plus Programme 2005-2008 (it aims at promoting safer use of the Internet and new online technologies, particularly for children, and to fight against illegal content and content unwanted by the end-user).
- Education and Training – Lifelong Learning Programme (LLP) 2007-2013. The general objective of the Lifelong Learning Programme is to contribute through lifelong learning to the development of the Community as an advanced knowledge-based society, with sustainable economic development, more and better jobs and greater social cohesion, while ensuring good protection of the environment for future generations. In particular, it aims to foster interchange, cooperation and mobility between education and training systems within the Community so that they become a world quality reference. It is composed of four sectoral sub-programmes:
      - The Comenius programme, which addresses the teaching and learning needs of all those in pre-school and school education up till the upper secondary education, and the institutions and organizations providing such education.
      - The Erasmus programme, which addresses the teaching and learning needs of all those in formal higher education and vocational education and training at tertiary level. It supports people mobility, joint projects regarding innovation and testing, the “Erasmus Thematic networks” as well as supporting measures.
      - The Leonardo Da Vinci programme, which address the teaching and learning needs of all those in vocational education and training, other than the tertiary level, as well as Institutions and organisations providing or facilitating such scheme. It supports the following actions: people mobility; multilateral partnerships, multilateral projects and innovations transfer and exchange; best practises exchange for training systems and Institutions upgrading; Institutions and Organizations thematic networking; supporting measures.
      - The Grundtvig programme, addressing people and Institutions needs linked to all forms of adult education. It supports the following actions: people mobility, “Grundtvig learning partnerships”, multilateral projects for adult training systems improvement and upgrading through best practises exchange and innovation transfer; the so called “grundtvig thematic networkings” among experts and organizations;
- Justice, Freedom and Security – Amongst the various programmes aimed to combat the social exclusion and to ensure security and justice, they are to be mentioned the three most relevant framework programmes: Fundamental Rights and Justice Programme, it includes several programmes among which the Daphne III, which is a specific programme to prevent and combat violence against children, young people and women and to protect victims and groups at risk; Security and safeguard Liberties aiming at ensuring an effective operational co-operation in the fight against crime and terrorism and strengthening their prevention; Solidarity and Management of Migration flows whose main objective is to address the issue of a fair share of responsibilities between Member States in the introduction of integrated management of the external borders of the Member States of the European Union and from the implementation of common policies on asylum and immigration.
- “Europe for Citizens” programme 2007-2013. The programme proposes four actions, divided into different measures: 1) “Active Citizens for Europe”; 2)”Active Civil Society in Europe”; 3) “Together for Europe”; 4)”Active European Remembrance”. The general objectives of the Europe for Citizens Programme are to contribute to give citizens the opportunity to interact and participate in constructing an ever closer Europe, which is democratic and world-oriented, united in and enriched by its cultural diversity, thus developing citizenship of the European Union; developing a sense of European identity, based on common values, history and culture; fostering a sense of ownership of the European Union among its citizens; enhancing tolerance and mutual understanding between European citizens respecting and promoting cultural and linguistic diversity, while contributing to intercultural dialogue.
- Youth in Action Programme -The new EU Programme “Youth in Action 2007-2013” aims to inspire a sense of active citizenship, solidarity and tolerance among young Europeans and to involve them in shaping the Union's future. It also promotes mobility within and beyond the EU borders, non-formal learning and intercultural dialogue, and it encourages the inclusion of all young people, regardless of their educational, social and cultural background for a real mutual understanding.
- Environment – above all the EU financial instrument supporting environmental and nature conservation: LIFE + Programme; EU tool for funding action to move towards a more energy intelligent Europe: Intelligent Energy – Europe Programme (EIE); Common Agricultural Policy (PAC), which promotes specific promotional actions in the field of agricolture.
- Enterprises and Industry: in this framework it is to be mentioned the CIP - Competitiveness and Innovation Programme which includes three thematic sub-programmes: the Entrepreneurship and Innovation programme, the Information Communication Technologies Policy support programme, and the finally the Intelligent Energy Europe programme.
- Consumers Affairs: Consumers Policy Programme – Its priorities are to increase consumer confidence in the internal market – which contributes to the improvement of business competitiveness – by establishing a uniform regulatory environment that is equally enforced across the European market and which effectively protects consumers, and to strengthen consumers’ position in the marketplace by developing consumer education tools, the active support of EU consumer organisations, and their involvement in policy making.
- Social Affairs: the PROGRESS Programme. It is the Community Programme for Employment and Social Solidarity, that has been established to financially support the implementation of the objectives of the European Union in the fields of employment and social affairs, as set out in the Commission Communication on the Social Agenda, thus contributing to the achievement of the Lisbon Strategy goals in those fields.
- European Territorial Cooperation: the old program Interreg, in the period 2007-2013 will be “Territorial Cooperation” and will change its status. In fact, it will be an “Objective Programme”, being the third of the operative objectives, financed with the ERDF (European Regional Developmnet Fund). Ex: Alcotra, Medocc, Alpine Space, Interreg IIIC,..
- Cooperation with Third Countries and Candidate Countries: the ENPI – European neighbourhood and Partnership Instrument, the IPA – Instrument of pre-Accession, the TEMPUS IV programme.
- Reference European Year (Ex: 2007 = European Year of Equal Opportunities for All: to promote equality and non-discrimination in the EU; 2008 = European Year of Intercultural Dialogue,...).


2.2. Regional Programmes – Support to public and private organizations into the spotting of submissions and projects in the field of Operative Regional Programmes – POR or Regional Rural Development Programmes – PSR.


2.3. Managed and Strategic Planning – Support to local Organizations into the spotting of appropriate instruments of managed planning (Ex: Integrated Local Development Programme, Agreement Program, Territorial Development Program, etc...), in order to let the same Organizations implement specific program and adopt strategies to:
- guarantee the best conditions to development actions, characterized by a strong territorial specificity;
- detect suitable forms of partnership, through which public and private actors can implement objectives, goals, and programs of intervention, in order to promote the development of specific areas;
- operate a rational use of natural resources, addressing the safeguard of the environment (sustainable development).


2.4 Equal Opportunities Funds - The Division operate in the Equal Opportunities and Gender Equality framework for Men and Women; it manages projects that aim to implement policies addressed to the valorisation of the gender mainstreaming
Programs and laws centred on gender mainstreaming: EU's Equal Opportunities between men and women; Law 215/92, addressed to promote female entrepreneurship; Law 125/91 – Positive Actions; Decree Law 196/2000 referred to Plans of Positive Actions within Public Administration; Law 53/2000; Measure E Regional POR Ob. 3; specific actions in favour of conciliation, parity rates and of territorial communication aimed to spread parity policies.
